departments. He

from Auburn

University

in both Urban/Regional

Planning

and Public

Administration.

Mr. Phillips has

worked on comprehensive master plans,

budget analysis, organizational streamlining,

downtown

redevelopment projects,

campus planning,

golf

courses

and

commercial development from coast to

coast. He

has

also

written

extensively on post-Katrina,

gulf coast

redevelopment,

New

Urbanism and planning

law,

specifically issues of

affordable housing and

eminent

domain.

With

his

Phillips
